Technical Advisor for BC Hydro Power Smart Demand-Side Management (DSM)
BC Hydro Power Smart provides one of the best demand-side management (DSM) programs in the world to industrial, commercial, and residential sectors in British Columbia.
EELO Solutions was retained for more than two years as a technical advisor to support the BC Hydro Power Smart Quality Assurance team. Our specific focus was on industrial and large commercial sectors, mainly with transmission and distribution connected customers. We were involved in the compliance review of programs, projects, and studies that have been funded by the BC Hydro Power Smart DSM Program offerings. We worked with cross-functional groups, identified program and project gaps and deficiencies, and provided support to responses to internal and external audits.
Examples of focus areas included:
Maintaining and updating BC Hydro Power Smart Quality Assurance standards, procedures, and policies
Provided quality review of energy conservation projects, usually related to unique industrial projects, independent power generation projects, and new plant design projects
Ensured projects and programs alignment review with respect to DSM policies
Conducted business processes review
Delivered policy clarification including and not limited to: spillover, market transformation, market effect, run rate, deemed energy, and others
Participated in large stakeholder meetings related to cross line policy, business processes, and technical issues related to DSM
